Child Seatbelt Issue Strands Passengers: Porter flight returns after kid stays unbelted; know Canada rules

As per Porter Airlines, the aircraft had already left the gate at Victoria International Airport in British Columbia. The flight was moving towards the runway when a young child repeatedly stood on their seat. The parents failed to secure him with the seatbelt. Both the child's parent and cabin crew tried to secure the kid, but the airline said the aircraft could not depart while the passenger remained unsecured.
